A few days ago, hair salons, car wash and sports equipment shops were among the 11 types of economic activities allowed to reopen for fully vaccinated individuals in Phase One states, including Kuala Lumpur and Selangor

If you're fully vaccinated living in Phase One states, here's some relief from cabin fever: You can now get a haircut, wash your car, and even run in the park again. The government announced yesterday that starting August 16, 2021, 11 types of economic activities will be allowed in states currently in Phase One under the National Recovery Plan (NRP).

Starting August 20, fully vaccinated individuals will also be allowed to dine in restaurants. The decision was made following positive developments in the National Immunisation Programme. "For your information, the considerations made today take into account the positive development of the complete vaccination rate of adult populations across the country, which has exceeded 50 per cent," said caretaker Prime Minister Tan Sri Muhyiddin Yassin, according to a report in Malay Mail.

To be considered fully vaccinated, you must have two doses of Pfizer, Astrazeneca or Sinovac, with your second dose being 14 days ago, or 28 days after one dose of either Johnson & Johnson or Cansino vaccine.

Phase One states are:

  • Kuala Lumpur
  • Selangor
  • Melaka
  • Johor
  • Putrajaya
  • Negeri Sembilan
  • Kedah

The 11 economic activities allowed to reopen are:

  • Barber and beauty salon (restricted to haircut only)
  • Car wash
  • Electrical and electronic
  • House and kitchen appliances
  • Sports equipment
  • Furniture
  • Car accessories
  • Car sales and distribution
  • Fashion and accessories
  • Jewellery
  • Morning and farmer's market

These businesses must adhere to strict SOPs that include ensuring that customers show a digital vaccination certificate before they are allowed to enter the premises.

Public parks in Phase One states are also allowed to reopen for individual activities like jogging and cycling. However, you cannot cross states or districts to get to these parks, so stick to the ones in your neighbourhood.

From August 20, non-contact sports and non-group activities will also be allowed in Phase 1 states, but in the same district. Among the permitted recreational activities are fishing, golf, tai-chi, equestrian, archery, skateboarding, tennis (singles) and badminton (singles). Picnics and camping are also permitted.

Night markets and weekend markets are also permitted to operate.

The easing of restrictions come after data shows a decrease in the number of Covid cases in Categories 3 and 4 as well as a reduction in the number of waiting patients in emergency departments of Klang Valley hospitals as more adults got vaccinated.
