Is the introduction of formal diversity and inclusion quotas and policies more important than creating an inclusive culture at work?
Ivy Wong: YES
“Requiring companies to meet diversity and inclusion quotas in their hiring and promotions is important to measure progress and hold them accountable for their efforts. Focusing solely on creating an inclusive culture and letting diversity happen naturally may not be enough to address systemic barriers and biases that prevent under-recognised groups from being hired or promoted. While creating an inclusive culture is important, quotas can help companies actively seek out and hire diverse individuals more quickly, especially for companies who are just starting their diversity and inclusion journey. Quotas can also help companies send a strong message about their commitment to diversity and inclusion, especially on creating an equitable playing field. While setting a quota is the first step in creating a diverse workplace, it is important to put in place inclusive policies and benefits, as well to create a more equitable culture.”

“Fostering an inclusive culture is crucial to achieving gender diversity within companies. While quotas help to increase representation, an inclusive culture that values all employees is critical to drive and sustain diversity efforts. Creating an inclusive culture involves implementing policies and practices that support diversity and inclusion, and actively ensuring all employees are aware of and able to take advantage of these benefits, regardless of gender, sexual orientation, race, age or seniority. Managers play a significant role in leading by example and promoting inclusive behaviours. Over time, these behaviours will become a natural part of the culture and lead to better diversity outcomes. Culture is what attracts and retains talent. Companies with a strong culture of inclusivity benefit from greater innovation and productivity. While quotas equitably distribute diverse talent across the organisation, ultimately, it’s inclusive culture that will enable organisations to harness the power of that talent and create more equitable workplaces for all.”
