Ye-Chin Chiou is the chairperson of First Bank and First Financial Holding, taking office in November 2020 and making her the only female chairperson of a state-controlled financial institution.

Since taking office, Chiou has achieved remarkable results in overseas and domestic markets. Domestically, First Bank has retained its position as the leader in SME loans for the 13th consecutive year. Moreover, the bank has been consistently recognised, achieving the Credit Guarantee Fund's Quality Award – Outstanding Head Office for the 15th time, bestowed by the Ministry of Economic Affairs, the Financial Supervisory Commission, the Executive Yuan's National Development Fund Management Committee, and the Credit Guarantee Fund for Small and Medium-Sized Enterprises. Additionally, First Financial Holding has continually posted impressive financial results, setting profit records for two consecutive years.

First Financial Holding was honoured at home and abroad for its outstanding ESG performance in 2022. The company received the National Sustainable Development Award in the Corporate category from the National Council for Sustainable Development, and the Best ESG Excellence Award in the Taiwan Banking and Finance Best Practice Awards.
