CEO, Testing Czar, and Presidential Adviser on Flagship Programs and Projects, Bases Conversion and Development Authority

 

Vince Dizon has been a prominent face of the Philippine government’s flagship infrastructure program, as well as the testing czar of its pandemic task force

After Vince Dizon was appointed to head the Bases Conversion and Development Authority (BCDA) in 2016, he quickly rose to prominence as a leading figure in the Philippine government’s “Build Build Build” infrastructure program. In his capacity as president and CEO of the BCDA, Dizon prioritized the development of New Clark City as a smart and sustainable metropolis within the Clark Freeport and Special Economic Zone. As part of this, the BCDA under Dizon quickly built the controversial New Clark sports hub for the 2019 Southeast Asian Games.

By 2019, Dizon’s quick work in the BCDA landed him a seat in the Cabinet cluster for infrastructure, as well as the title of Presidential Adviser on Flagship Programs and Projects. Then, in 2020, Dizon was appointed as deputy chief implementer of the government’s pandemic task force, serving as the country's testing czar. In this capacity, he helped lead the construction of “mega quarantine facilities” in Luzon. Dizon resigned from the BCDA in October 2021, but remains active in the government’s pandemic response efforts.

Earlier in his career, Dizon worked in various roles under former Senator Edgardo Angara, former President Benigno Aquino III, and then-Senator Alan Peter Cayetano.
