A technocrat-economist driving infrastructure reform and commuter-centered policies with integrity

Vivencio “Vince” Bringas Dizon is one of the country’s most prominent technocratic leaders, known for combining economic training, policy experience and reform-driven governance. He has held several major government roles, including president and CEO of the Bases Conversion and Development Authority (BCDA) and presidential adviser for flagship programs. In 2025 he transitioned from his post as secretary of transportation to secretary of the Department of Public Works and Highways (DPWH), assuming office on September 1 with a mandate to overhaul the agency amid scrutiny surrounding infrastructure and flood-control projects.

As secretary of transportation, Dizon championed commuter-first policies. Upon taking office, he suspended a proposed mandatory cashless toll payment system, arguing that it placed an undue burden on motorists. He spearheaded planning for the rehabilitation of EDSA to improve mobility and public space, strengthened policies supporting pedestrians and active transport, and advanced development of the Amandayehan Port in Eastern Visayas to improve logistics. He also created a special committee to review the Public Utility Vehicle Modernization Program, seeking greater equity and feasibility in its implementation.

At the DPWH, Dizon initiated sweeping reforms, including requesting courtesy resignations across ranks and taking a strong stance against irregularities. He pledged to blacklist non-compliant contractors, strengthen transparency and redirect public works toward infrastructure that genuinely serves communities and restores public confidence.

Widely regarded as a decisive reformer, Dizon approaches national development not only as the building of roads and bridges but as an exercise in governance integrity. His leadership reflects a belief that infrastructure is most valuable when it improves lives, empowers ordinary citizens and reinforces trust in government.
