Tasked with transforming Somerset into an inventive and energetic space, David Chua of the National Youth Council wants to hear from the youth

Envision exploring the Somerset area off Orchard Road full of buskers, graffiti art and fun activities, where talent and creativity abounds. Or, for those who prefer a quiet moment—whether it’s taking a break, just hanging out or enjoying time alone—a “Zen Zone” awaits. This “Dual Spine Experience” is one of five broad strategies that the creators of the Somerset Belt will focus on to build a space for self-expression among young people.

Enter David Chua, the CEO of the National Youth Council (NYC) and Chairman of the *SCAPE Board. Chua’s job includes “expanding developmental opportunities and aspirational pathways for young Singaporeans, while ensuring equal and fair access to these networks”. To understand and cater to what young people want, he conducts research, and tracks trends and wellbeing indicators, to sharpen the impact of youth programmes. The Shape Your Somerset project is part of the plan to rejuvenate Orchard Road under Youth Vision 2025.

So, what would Chua, who’s a father of four, imagine the Somerset Belt to be? “A space where [young people] and their peers will have ownership of—one that is dynamic, vibrant, and supports quirky ideas and programmes by youths.”

Chua, who was a colonel in the Singapore Armed Forces, is the NYC’s first CEO—a position he has held since July 2015.
