A flag-bearer for the arts and cultural scene in Singapore

Rosa Huey Daniel joined the National Arts Council as its chief executive in 2017, bringing with her more than three decades of experience in the public service. Daniel is also concurrently deputy secretary for culture at the Ministry of Culture, Community and Youth (MCCY), in which she manages the formulation and implementation of arts and cultural policies.

The former CEO of the National Heritage Board, Daniel was involved in a number of significant milestones in the country’s arts sector. These include establishing The Arts House Limited to run the annual Singapore International Festival of Arts, the opening of the National Gallery Singapore in 2015, and the launch of the Cultural Matching Fund, which provides the dollar-for-dollar matching of grants for private cash donations to arts and heritage charities. In July 2022, she became a UNESCO ambassador, representing Singapore's cultural/heritage preservation, education and science achievements.

Daniel has also worked in the Ministry of Trade and Industry, the Ministry of Education, the Ministry of Finance and the Ministry of Manpower. She holds an honours degree in politics, philosophy and economics from the UK’s University of Oxford.
