Commissioner, Belt and Road
Architect Nicholas Ho is the commissioner for Belt and Road Hong Kong
Nicholas Ho assumed the post of Hong Kong’s commissioner for Belt and Road, China’s global infrastructure development strategy, in September 2023. Ho leads the Belt and Road Office under the Commerce and Economic Development Bureau. In this role, he has successfully elevated Hong Kong into a primary resource allocation platform, culminating in a record-breaking Belt and Road Summit in September 2026. Under his direct leadership, the 2026 summit secured over 60 bilateral memoranda and trade agreements yielding an unprecedented total deal value of US$3.1 billion—triple the results achieved the previous year.
Before joining the government, Ho was a registered architect and served as chairman of HPA, a Hong Kong architectural practice founded by his father, Bosco. Nicholas took charge of the company in 2013 and further sharpened its design credentials while spearheading its international expansion: the firm has projects in more than 50 cities in 12 countries, including a focus on the Chinese government’s Belt and Road plan, as well as on smart city development, with the planning of the City of Pearl smart city in Manila among its achievements. HPA has also worked on iconic projects such as the Central Government Liaison Office building in Hong Kong, Hong Kong Baptist University and the Kowloon Airport Express Station.
Throughout his career, he has contributed extensively to public and regional affairs, having previously represented Hong Kong, China on the APEC Business Advisory Council from 2017 to 2023, and served on the Youth Development Commission, the Trade and Industry Advisory Board and the Council of Lingnan University.
