Chairman, Tote Board
Championing governance, social impact and sustainability
Mildred Tan is a respected leader in Singapore’s public, private and social sectors, recognised for her decades of service in governance, philanthropy and sustainability. She chairs the Singapore Totalisator Board (Tote Board), recognised as one of Asia’s top three institutional funders in a 2025 Bridgespan report. She is also chair of the Singapore University of Social Sciences Board of Trustees as well as co-chair of the World Economic Forum’s Global Future Council on Innovative Financing for Nature and Climate.
Her current board appointments include the National University Health System (NUHS), Wing Tai Holdings, AIA Singapore, Philanthropy Asia Alliance and OceanX Education. She also serves as a judge for the Public Sector Transformation Awards and sits on the Council of Presidential Advisors.
A long-time advocate for diversity and inclusion, Tan was co-chair of the Council for Board Diversity (2019–2024). Her distinguished record of public service has been recognised with several national honours: the Public Service Medal (PBM) in 2007, the Public Service Star (BBM) in 2014 and the Meritorious Service Medal (PJG) in 2025. She also served as a Justice of the Peace from 2008 to 2023 and as a Nominated Member of Parliament from 2009 to 2011.
Through her extensive leadership roles, Tan continues to champion innovative and inclusive approaches to governance, education, and sustainability—strengthening Singapore’s social compact while advancing impact-driven initiatives across sectors.
