The former DPWH secretary and now Senator oversaw significant infrastructure projects  

Mark Villar is a Philippine senator who previously served as the government’s secretary of public works and highways.

The son of real estate tycoon Manny Villar and Senator Cynthia Villar, Mark Villar has a master’s degree in Business Administration from the University of Chicago Booth School of Business along with a bachelor’s degree in Political Science, Philosophy, and Economics from the University of Pennsylvania.

Mark Villar represented the Lone District of Las Piñas City from the 15th to the 17th Congress, from 2010 to 2016. Among the bills he authored were the Negosyo Act, which promotes microfinancing in the Philippines, and the “Lemon Law,” which protects buyers of motor vehicles. Villar was also one of the proponents of the Co-Loading Act, which opened domestic transport and shipping to foreign vessels.

After being elected to a third term in 2016, Villar was appointed as the Department of Public Works and Highways (DPWH) secretary by President Rodrigo Duterte. Under Villar’s leadership, the agency launched the Build Build Build program, which has constructed, maintained, and rehabilitated 29 264 kilometres of roads. The agency was also able to build 1,950 bridges and 150,149 classrooms.

Villar joined his mother, Senator Cynthia Villar, in the senate after winning the 2022 senatorial race. Among his platforms were the continuation, promotion, and legislative expansion of Build, Build, Build projects under President Ferdinand Marcos Jr's administration.

In 2023, Villar urged Congress to support Senate Bill No 1846, or the Internet Transaction Act of 2023, which will defend online sellers and consumers against fraudulent practices in online transactions.

Villar holds a Bachelor’s degree in Political Science, Philosophy and Economics, which he received from the University of Pennsylvania in 2001. He pursued further studies at the University of Chicago Booth School of Business, earning a Master’s in Business Administration.
