Leads Singapore’s arts development under Our SG Arts Plan 2023–2027
Low Eng Teong is the chief executive officer of the National Arts Council (NAC), where he leads the formulation and execution of Our SG Arts Plan (2023-2027) to advance Singapore’s arts landscape. In this role, he oversees initiatives that strengthen arts education in schools, establish training and career pathways for practitioners, and nurture arts and culture leadership.
A policy strategist and experienced implementer, Low began his career in Singapore’s education service, holding senior leadership positions in schools as well as in curriculum planning and development. He played a key role in founding the Ministry of Education’s Arts Education Branch, which is responsible for shaping both the arts curriculum and co-curricular programmes across schools.
Beyond the NAC, Low contributes to the broader cultural ecosystem through his board appointments at The Esplanade Co Ltd, Singapore Art Museum, Singapore Chinese Cultural Centre and Singapore Chinese Orchestra, and serves on various public sector advisory panels.
Through his stewardship, Low continues to champion the belief that the arts are central to national identity, community cohesion, and creative excellence.
