Homme Tsai was appointed chairman of the Taiwan Creative Content Agency (TAICCA, 文策院) in March 2023, after previously leading the Taiwan New Media Entertainment Association (NMEA).

Tsai’s extensive experience spans various media and industries, including publishing, comics, gaming, advertising, film and television, new media, and international entertainment. Since taking office, Homme Tsai has leveraged his industry connections and international resources to assist Taiwan's cultural content industry in going global. This involves internationalization, capitalization, and industrialization efforts aimed at strengthening the ecosystem of Taiwan's cultural content industry.

Tsai’s primary focus is on facilitating investments to Taiwan's cultural content industry from international media and entertainment conglomerates, and on collaborating with domestic telecom and television operators, as well as financial institutions to invest in more original Taiwanese works, enhancing international marketing and global distribution channels for Taiwan's content industry. Collaboration with production companies in Hollywood, South Korea, Japan, Europe, and other regions is also on the agenda. Large-scale, long-term courses will be organized to enable professionals in the Taiwanese film and television industry to align with international standards. The emphasis is on talent development, content creation, and international cooperation to solidify the industry's foundations and explore broader horizons.
