Gary Liu now leads Hong Kong–based Web3 identity and data platform Terminal 3 and serves on Artifact Labs’ board after transforming SCMP

Gary Liu is the co-founder and chief executive of Terminal 3, a Hong Kong Web3 identity and data platform described by the World Economic Forum as building “Web3’s most powerful user identity and data oracle”. His public roles span ecosystem building and policy: he is the founding chair of Web3 Harbour and serves on Hong Kong’s Web3 Task Force and the HKTDC ICT Services Advisory Board.

Liu founded Artifact Labs while leading the South China Morning Post’s digital transformation, and today remains its founder and board director after handing the CEO role to Phillip Pon in 2023. Earlier, Liu held leadership posts at Digg and other tech firms before becoming SCMP’s CEO in 2017, where he broadened the paper’s global reach and digital products.

Liu’s current focus is building privacy-preserving data rails—using zero-knowledge applications so identities can be verifiable yet publicly anonymous—while championing Hong Kong’s ambition to be a global Web3 hub through industry blueprints and cross-sector partnerships.
