This resolute defender of the rule of lawcontinues to shape national conversations on integrity, accountability and democratic institutions

Conchita Carpio-Morales remains one of the country’s most formidable voices on integrity in public service, long after her retirement from the bench. Her decades-spanning career—from associate justice of the Supreme Court to ombudsman of the Philippines—cemented her reputation for a “neither fear nor favour” approach, setting a benchmark for ethical public leadership. In October 2025 she once again took centre stage in the national discourse, criticising the secrecy surrounding the Independent Commission for Infrastructure hearings and arguing that transparency remains indispensable to curbing corruption. Her moral clarity continues to position her as a compass not just for the legal community but for Filipinos navigating an era of political tension and institutional distrust.

Her influence extends well beyond the offices she once held. Carpio-Morales is widely recognised for her fearlessness in confronting powerful political figures—including a former president—during her tenure as ombudsman, reinforcing the principle that democratic institutions derive strength from independence rather than proximity to power. Her global stature has also endured: the 2016 Ramon Magsaysay Award, conferred for “restoring faith in the rule of law”, affirmed her as a leading advocate against corruption on the international stage and continues to give her a platform in global governance conversations.

Even in retirement, she plays an active role in shaping the country’s legal future. Current ombudsman Jesus Crispin Remulla is among those who seek her counsel, a reflection of the institutional memory and expertise she carries. Her biography, Neither Fear Nor Favor, launched in July 2025, chronicles her life of principled service and has resonated strongly with younger Filipinos inspired by her example. As an enduring figure in the fight for transparency, accountability and democratic resilience, Carpio-Morales remains a symbol of what public service can—and should—be.
