Arthur Li is a member of Hong Kong’s Executive Council, the deputy chairman of the Bank of East Asia and the chairman of the council of The University of Hong Kong. He is perhaps best known, though, as the city’s former secretary for education and manpower, implementing reforms including the School-Based Management Policy, which mandated that each school has its own management board, as well as language tests for teachers.

The Cambridge University-educated great-grandson of Bank of East Asia co-founder Li Koon-chun—and brother of its chairman, David Li—he originally trained as a medical doctor, and is an emeritus professor of surgery at the Chinese University of Hong Kong, where he was also formerly the vice-chancellor and dean of Faculty of Medicine.

A non-executive director of Shangri-La Asia, Li has also been a director of Hong Kong Science and Technology Parks. He held the same position at Hong Kong Applied Science and Technology Research Institute, as well as being vice-president of the Association of University Presidents of China.

The holder of a Grand Bauhinia Medal, he is also a member of the Chinese People’s Political Consultative Conference.
